Yes. Faculty can copy courses and should use the process for Importing Course Content described here:

Faculty must not use Settings > Duplicate Site
Content for online courses is copied in from MASTER courses managed by the Online Education department. Face to face course instructors must source content for their courses from prior offerings of the course.
