How long after the semester/course ends will a student have access to the course material? If they want access to a previous course, should they be referred to the instructor?

Course sites generally remain available for up to 2 weeks following the official end date of the course. Instructors of record may, however, close course access to retain exam integrity
If students want course access, they will need to reach out to the instructor of record or the dean of the school to which the course belongs.
